This research represents a new contribution from the Committee of the Regions in the analytical reflection and political debate projects currently ongoing at several levels around cohesion policy and European governance. The first part examines, in legal terms, the experiences and achievements of cooperation between local and regional authorities in Europe, at the time of the drafting of the EGTC Regulation. The second main part is devoted to explaining the potential in territorial cooperation from 2007.
