European Grouping of Territorial Cooperation (EGTC) – an instrument for cross-border cooperations

Abstract

EU member states and regional as well as local authorities still face difficulties while running and managing cross-border transnational and interregional programs, initiatives and projects throughout Europe.

Especially with regard to cross-border EU programs launched after 2007, the regions and their local partners will need to adapt and meet new challenges which result from the binding nature of future cross-border project engagements.

By establishing the EGTC, the European Union has provided a legal instrument which facilitates cross-border cooperation. Notably for the benefit of EUROREGIOs, the EGTC can be an important legal basis of joint cross-border projects. The member states now must take all necessary measures to ensure an efficient implementation of the EGTC Regulation.

In cooperation with the Weinviertel EUROREGIO, the State of Lower Austria definitely plays a pioneering role. The issue has been put on the agenda well in advance, and a study has been commissioned which aims to identify the best possible implementation of the Regulation for cross-border cooperation on a local level.
