This strategy examines whether and, if so, how a larger regional public service system could be developed that could present more cost-effective solutions across the border, with the involvement of the civil society, than the current system, which operates mainly within the municipal framework.

In the framework of this, the authors outline the feasible vision in the long run with the local government institution, and present the system of objectives of the developments in a hierarchical order. Moreover, they describe the legal-institutional framework, then specify the development area and identify the areas where the proposed institution can be successfully used for cross-border cooperation. Finally, they also examine the financial side of the operation of the institution to be established.
