This strategy examines whether, and if so, how a larger regional public service system could be developed that could present more cost-effective solutions across the border, with the involvement of civil society, than the current system, which operates mainly within the municipal framework.

In this framework, the authors outline a feasible vision in the long run with the local government institution, and present the system of objectives of the developments in a hierarchical order. Moreover, they describe the legal-institutional framework, then specify the development area and identify the areas where the proposed institution can be successfully used for cross-border cooperation. Finally, they also examine the financial side of the operation of the institution to be established.
