TOWARDS A NEW COMMUNITY LEGAL INSTRUMENT FACILITATING PUBLIC-LAW-BASED TRANSEUROPEAN COOPERATION AMONG TERRITORIAL AUTHORITIES IN THE EUROPEAN UNION

Abstract

The study aims to grasp the dimension of legal instruments of the European Union. This includes the current legal instruments aimed at simplifying cross-border, interregional and transnational cooperation and it describes a new EU legal instrument (ex novo) for cross-border cooperation as solution to the problems. Moreover, it describes the growing need for opportunities for cooperation under public law and also the added value of cross-border cooperation based on public law.
