The European Union puts increasing attention on the horizontal aspirations of local and regional authorities based on common European values, strengthening their cross-border relations and further development of their institutionalization.

The study examines whether the system of cross-border cooperation across Europe can ensure the application of the principle of subsidiarity through multilevel governance, and how local authorities can become effective actors in this process. It highlights the lack of legal conditions and administrative competences for local government cooperation and the responsibility of the European institutions and member states.
