A határon átnyúló együttműködések jogi és közigazgatási feltételei – Különös tekintettel a magyar határrégiókra

Abstract

The aim of my dissertation is to examine one of the key areas of European regional policy: the institutionalization of cross-border cooperation emerging at the subnational level, as well as the legal and administrative conditions necessary for the implementation of Euroregional strategic partnerships.

In my dissertation, I seek to highlight the differing legal frameworks and administrative competences that hinder cooperation at the subnational level, as well as the responsibility of European institutions and Member States in ensuring the legal conditions indispensable for the realization of multi-level governance. In addition to legal shortcomings, I aim to address tensions arising from institutional diversity. I intend to review the causes, forms, and impacts of institutional diversity in the context of cross-border cooperation, first in Western Europe and subsequently, through the analysis of Hungary’s border regions, in the Central and Eastern European context.

In the course of my research, I also seek solutions to issues related to the transformation of administrative systems, with particular attention to the coordination of administrative spatial structures and territorial development, as well as to the downward delegation of powers affecting sovereignty and traditionally belonging to the competences of central public administration.
